An excellent source of Texas water news is Brown & Caldwell's Water News. Click here to go to their subscription page for their weekly digest of news about Texas water issues. When you get there, scroll down the page and in the left column you will see the subscription area. In "Select Your Region" you can choose Texas as well as other areas of interest to you.
The fact is, Brown & Caldwell finds articles about Texas water news better than we ever could, so instead of killing ourselves to produce a lesser result, we just stopped our efforts and now refer you to them.
